The different types of business plans that are incorporated into a senior housing development program are:

The Capital Funding Plan Proposal.  This is the document that is given to the investment banking team for the purposes of soliciting initial institutional investor interest in the transaction.  This document represents the culmination of all key elements of the project.

The Strategic Business Plan.  This document covers a 5-year forecast period and details the key policies, procedures, economic milestones and responsibilities of the core management team (the corporate officers) regarding each area of endeavor and the corresponding operating departments.  This is a summary document and is typically less than 30 pages.  This document is further edited and utilized in the private placement offering memorandum.

The Operations Business Plan.  This document is provided to demonstrate that management is prepared to begin execution of operations as soon as all the asset development and/or acquisition activities have been complete.  In some cases (including multifamily housing and senior housing) the operations include pre-opening operations - typically during the construction phase and mainly entail marketing.  The Operations Business Plan provides a department by department analysis of the employee tasking necessary to fulfill the pecuniary purpose of each department of the project (e.g.: General & Administrative, Marketing, Food Services, etc.).  These documents run into the hundreds of pages in some cases.  This plan takes the longest to draft because of the heavy degree of regulatory oversight the industry currently suffers.
