The plan's purpose is to make enough of a splash to attract the attention of the capital markets.  The key to the capital market lock is the investment banker (or in some cases a mortgage banker), as investment bankers spend their days trying to get large institutions to participate in private (and public) securities offerings, by which both the investment banker and the institutional investor believe they shall profit according to the level of risk that is endemic to the types, quantities and prices of securities that are pending an offering.
